Africa’s First FLNG Project Sees Commercial Flows

Africa’s first floating liquified natural gas (FLNG) project has begun commercial operations. Golar LNG began commercial operations offshore Cameroon with the Hilli Episeyo FLNG vessel.

Golar LNG said the project was brought online $70 million under budget.

Golar LNG confirmed in a statement that the FLNG Hilli Episeyo had been accepted under its Liquefaction Tolling Agreement with Perenco Cameroon SA and Societe Nationale Des Hydrocarbures (SNH) and is now in full commercial operation.

The Hilli Episeyo FLNG vessel was converted from an aging tanker for $1.2 billion. The vessel began producing LNG on March 12 but only exported its first cargo in May, to China, after technical issues delayed a ramp up in production.

Golar said in its statement the commissioning tests included the requirement to produce a set quantity of LNG in a period of 16 days of continuous production from minimum 2 trains at a level of 7,500 cubic meters per day on average. After the commissioning tests the facility was accepted by Perenco and SNH.

All of the plant’s 1.2-million ton annual output was sold, via a competitive tender, by Perenco to Gazprom Marketing & Trading for eight years.
