Guinea Refinery Plans Progressing

While Guinea’s dreams of joining the  Guinea oil producers club have yet to materialize, the country has seen some movement in its downstream sector. Last July the country saw Brahms Oil Refineries Ltd. award a contract to SNC Lavlin to undertake a FEED conversion to EPC contract for a 10,000 bpd oil refinery in Kamsar, Guinea; that FEED study is now complete.

Brahm Executive Director Phillip Sack told Petroleum Africa that the “FEED study has been finalized and currently further, more detailed engineering studies are being conducted.” The completion of the FEED will allow for the FID to possibly be taken on the refinery project.

SNC-Lavalin’s scope of work for this phase of the project included project management, coordination and management of the process licensor, management of the geotechnical and topographic survey contractors, preliminary engineering and procurement, as well as estimating services and EPC execution plan for the complete grassroots refinery, including the tank farm and marine works required for import of crude oil by ship.

The contract signed to date is for the short form FEED, with a process to agree to a phased development of the project ultimately into an EPC project following FID approval.

The plant will be designed to produce diesel, gasoline and jet A fuel to be sold to the local Guinean market.
