Kenya and IOCs Reach Terms on Refining

A posting on the Kenyan Petroleum and Mining Ministry’s Twitter account announced that the government had signed agreements with Total, Tullow Oil, and Africa Oil Corp. to develop a refinery.

The refinery would process crude discovered by Tullow and Africa Oil in northwest Kenya at a rate of 60,000 to 80,000 bpd.

The Petroleum and Mining Ministry said on Twitter that the heads of term agreements were for discoveries in Blocks 10BB and 13T in South Lokichar Basin and the partners were now focusing on securing financing for an export crude oil pipeline.
