A new environmental decree was passed in Angola recently when the Ministers of Finance and the Environment issued Joint Executive Decree No. 140/13. The decree adopts rules for calculating the value of environmental fees applicable to petroleum projects.
Under the new rules, the environmental licensing of those projects is subject to fees that: (i) vary according to the type of environmental license in question (installation or operation); and (ii) are assessed in accordance with strictly environmental criteria, such as the scope, seriousness, and foreseeable duration of their environmental impact.
The rules also apply to pending applications for environmental licenses, as well as to their renewal, extension and amendment. Equally addressed in the new statute is the duration of environmental installation and operation licenses to carry out petroleum activities.
