NGO Says XOM Bribed its Way into Liberian Offshore

A report from Global Witness accuses US supermajor ExxonMobil of bribing former politicians in Liberia to gain access to offshore acreage. According to the report, the US firm paid $120 million to gain access to Block LB-13 in 2013.

Global Witness said that an internal company document stated the company’s interest in the oil field but had “concern over issues regarding U.S. anti-corruption laws… despite its concerns, Exxon went ahead with the deal, using the Calgary-based company Canadian Overseas Petroleum Ltd (COPL) as a go-between to purchase the block.”

Global Witness says COPL denies the allegations.

Both ExxonMobil and COPL exited the acreage in 2017 after a disappointing drilling campaign.
