Russia to Build Uganda’s Refinery

A significant step forward has been made in Uganda’s quest for an oil refinery with the announcement that a Russian consortium won the tender for construction of the facility.  The Russian consortium led by Rostec subsidiary RT Global Resources includes Tatneft and VTB Capital.

Rostec’s victory in this tender is the first such achievement by Russian companies in Africa… Transfer of Russian technology will be implemented during the projects settlement,” Rostec said in an announcement.

The refinery will be the first for Uganda and is strategically important for Uganda “since the country has no access to the sea and its economy is experiencing a significant dependence on external suppliers,” Rostec added.

The tender for the refinery involved 75 bidders, with six consortia admitted to compete for the tender, however only two of those six were actually invited by the Ugandan government to participate in the final stage of negotiations.
