Shell has just concluded plans for the start of its H-Block development project. The project is aimed at producing oil and gas for export via Bonny terminal and NLNG respectively. The company is seeking potential contractors for the engineering, procurement, fabrication, and installation (EPFI) of shallow offshore platforms and pipelines as part of the development of the HA, HD, and the JK fields.
Potential contractors have been invited to make submissions for pre-qualification. SPDC’s Head of Construction, Goodluck Efemuaye, said that the invitation for pre-qualification is a crucial first step in the open tendering process to attract capable contractors for the implementation phase.
The concept behind the Block H development is the integration of three fields to a central processing hub located on the HD field which will be used to exploit the oil in the same field and the gas and oil in the HA and JK fields via wellhead platforms tied back to the processing hub through multi-phase flow-lines.
The shared hydrocarbon processing facilities will be in the manned central hub located also at the HD field. The hub will have a processing capacity of 140 000 bpd of oil and condensate and a gas capacity of 460 Mmcf of gas based on annual average rates. The gas will be exported via a tie-in to the existing offshore gas gathering system pipeline to supply LNG while the oil will be exported via a new 115 km pipeline to the Bonny oil and gas terminal.
The detailed scope of work includes engineering procurement, fabrication, and installation of three well head jackets and drilling decks, processing hubs and associated facilities as well as export pipelines. Efemuaye further stated that only contractors able to demonstrate experience and available resources will be considered. "We shall consider those who are experienced in shallow water platforms design, fabrication and installation work. In addition, they must share our interest in Nigerian content development and show they will build in-country capacity if allowed to execute projects.”
