Uganda on Decision-Making Track

Permanent Secretary, Ministry of Energy & Minerals of Uganda, Fred Kabagambe Kaliisa, laid out some timelines for making critical decisions in getting the landlocked East African country’s crude oil into production.

Speaking at the Africa Oil Week conference in Cape Town, Kaliisa said that a number of decisions would be made by the end of Q1 2016. Issues on the table include production licenses for Total, CNOOC and Tullow, who have a number of applications pending. These he expects the Ministry to issue by the end of the year.

Also by the end of the year he expects the government of Uganda and the lead refinery investor to conclude their agreement to get the refinery project going, initially with a 30,000 bpd capacity, expandable to 60,000 bpd.

And Kaliisa says that in early Q1 2016, the critical decision on the pipeline route to export crude to the coast of either Mombasa or Lamu in Kenya, or Tanga in Tanzania, from Hoima, will be made. The government plans on having the pipeline completed within five years.
