The government of Uganda has finished its evaluations of the bids submitted in its call for Applications of Qualifications. According to Fred Kabagambe-Kaliisa, Permanent Secretary of the Minister of Energy & Mineral Development, of the 17 firms that submitted applications, 16 were qualified.
Kabagambe-Kaliisa, said: “16 of the 17 firms that submitted the Applications met the evaluation criteria as spelt out in the Request for Qualification document and will therefore proceed to the Request for Proposal stage of this licensing round. The firms were evaluated based on their technical competence, financial capabilities, legal qualifications as well as National Content and Health Safety and Environment track record.”
Some firms that met government’s set of qualifications are familiar to the Africa oil and gas sector; while others are not quite so familiar. Some of the well-known firms include Tullow Oil, Sasol, ONGC, Oranto Petroleum, Rift Energy, and Swala Energy.
Those names that are not so familiar around the continent are African Global Resources (JV comprising of Telconet Capital Limited, RT-Global Resources LLC and JSC Tatneft), Petrica Energy AS, Armour Energy Ltd., African Exploration Venture (JV comprising of Rapid Africa Energy Pty Ltd. and Africa Energy SA Corp), Niger Delta Petroleum Resources Ltd., Glint Energy, Brightoil Petroleum (Uganda) Ltd., Petoil (Uganda) Ltd, Waltersmith Petroman Oil Ltd., and MDC Oil and Gas Holding Company.
In due course the ministry will issue the Request for Proposal (and the Model Production Sharing Agreement documents) to the qualified firms to bid for blocks or a block of their interest after the mandatory acquisition of data of the block (s) through the physical Data Room at the Directorate of Petroleum in Entebbe.
The six blocks the government if offering up are the Ngassa in Hoima District, Taitai & Karuka in Buliisa District, Ngaji in Rukungiri & Kanungu Districts, Mvule in Moyo and Yumbe Districts together with Turaco and Kanywantaba in Ntoroko District.
