Uganda Updates Progress on Licensing Round

The government of Uganda issued an update on the progress that has been made on it licensing round for exploration blocks in the Alberitne Basin. Through the Ministry of Energy and Mineral Development, bidding documents were issued to 16 qualified applicants on October 1.

The 16 companies were qualified from the evaluation of applications from 19 companies that had applied at the qualification stage.

The bidding document comprise of Request for Proposal, Model Production Sharing Agreement 2015 (MPSA), Model Confidentiality Agreement for sale of data, Petroleum (Exploration, Development and Production) (Data Sale) Regulations 2014 and Petroleum (Exploration, Development and Production) (Data Sale) (Amendment), Regulations 2015.

Dr. F.A Kabagambe-Kaliisa, Permanent Secretary of the Ministry of Energy & Mineral Development (MEMD), said the issuance of the bid document marks the commencement of the Request for Proposal stage which entails bidding and competitive process of the licensing round.The bidding and competitive process will close on 15th January 2016 with submission of bids.

Kabagambe-Kaliisa said that the government will proceed to evaluate the bids, negotiate with successful bidders, sign PSAs and award exploration, development and production licenses thus marking the end of the licensing round..

The six biddable blocks comprise of the Ngassa in Hoima District, Taitai and Karuka  in Buliisa District, Ngaji in the Rukungiri and Kanungu Districts, Mvule in the Moyo and Yumbe Districts, and the Turaco and Kanywantaba in Ntoroko District.

Off the 16 companies qualified, only one is a known entity in Uganda, Tullow Oil. A few of the other firms that were qualified include Oranto Petroleum, Sasol Petroleum, Swala Energy, and ONGC Vidish. The majority of other qualified bidders are made up of African indigenous firms.
